Maine IFW Special Permit: Permanent Physical Disability

Maine's Commissioner of Inland Fisheries and Wildlife can issue a special permit letting a person with a permanent physical disability hunt, trap or fish at times or in ways otherwise prohibited. The applicant describes the accommodation sought, and a licensed physician completes the Disability Medical Evaluation Form describing the impairment, its permanence and how it limits the specific abilities hunting, trapping or fishing require.

Who completes it

The applicant completes pages 1 and 2 (requested action, nature of the disability, its impact) and signs. A licensed physician completes and signs the Disability Medical Evaluation Form on page 3.

Submitting and payment

How to submit it
The application with the physician's form is mailed or faxed to the Maine Department of Inland Fisheries and Wildlife in Augusta.

Good to know

  • The physician gives the diagnosis, whether it is permanent (or the expected duration), the functional limits for tasks like exiting a vehicle, walking or handling a firearm, their severity, and needed adaptive equipment.
  • The Commissioner authorizes only the minimum exceptions needed to overcome the disability and allow safe hunting, trapping or fishing.
  • Paraplegics and single or double leg amputees need no permit to shoot from a motor vehicle that is not in motion.
  • Complimentary licenses for blindness, paraplegia or developmental disability use the separate Complimentary License Application with their own medical proof. This form was revised 6/23/2026.

Frequently asked questions

What does the physician complete for Maine's special disability permit?

The Disability Medical Evaluation Form: a certification that the patient is under their care with the stated impairment, the diagnosis, whether it is permanent, the impairments and functional limitations related to hunting, fishing or trapping, how severe they are, and what adaptive equipment or accommodation is necessary.

Does a hunter in Maine need a special permit to shoot from a vehicle?

Not always. Paraplegics and single or double leg amputees may shoot from a motor vehicle that is not in motion without a permit, and any hunter may rest a firearm or crossbow on a stopped vehicle with the engine off. Other vehicle accommodations need the special permit.

Will the special permit allow anything the hunter requests?

No. The department reviews each applicant's disability and needs, and the Commissioner may authorize only the minimum special exceptions necessary to overcome the disability and allow safe hunting, trapping or fishing. The applicant must also meet all other licensing requirements.
