Hawaii DLNR Disabled Hunter Crossbow Permit

Hawaii's Division of Forestry and Wildlife issues a special interim permit allowing a hunter whose physical disability prevents effective use of regular archery or hunting equipment to hunt with a crossbow on public hunting areas. A licensed, practicing physician certifies the limitation in the Physician's Statement on page 2, and the permit is valid statewide for four years.

Who completes it

The hunter completes and signs the application on page 1, under oath. A licensed, practicing physician completes and signs the Physician's Statement on page 2, and a DLNR issuing officer signs the authorization.

Submitting and payment

How to submit it
The application goes to the DLNR Statewide Administrative Branch through the Adobe e-sign web form or on paper by email, fax, mail or in person; allow time, since the administrator signs each permit.

Good to know

  • Proof of identity and residence is required: a notarized signature or a copy of a valid government-issued photo ID.
  • The permit covers crossbow use only; it does not allow hunting during Hawaii's disabled hunting season.
  • Crossbows must have a minimum 125-pound draw weight and may be cocked on safe, with the bolt kept in the quiver until ready to shoot.
  • Certification and permit are valid four years from the date of certification unless otherwise specified; the permit is not valid without embossment.

How this list is checked

A form is listed only after its name and number were confirmed on the issuing agency’s or insurer’s own website, or in the form itself. Each entry links to that source. Frequently asked questions

What does the physician certify for Hawaii's crossbow permit?

That the named applicant is functionally unable to effectively use regular hunting or archery equipment because of a physical disability. The physician prints their name, phone and address and signs the Physician's Statement on page 2; no specific diagnosis category has to be checked.

How long is Hawaii's disabled hunter crossbow permit valid?

Four years from the date of certification, unless the permit states otherwise. Approved permits are valid statewide, but DLNR advises checking with the island branch about how the permit applies before any planned hunt.

Does the crossbow permit allow hunting in Hawaii's disabled hunting season?

No. The permit authorizes use of a crossbow instead of standard archery equipment on public hunting areas, but it does not permit hunting during the disabled hunting season. Hunters who want to shoot from a vehicle apply separately for the vehicle permit.
