Hawaii DLNR Disabled Hunter Vehicle Permit

Hawaii's Division of Forestry and Wildlife allows hunters with certain permanent disabilities to hunt and take game from a vehicle on public hunting areas. A licensed, practicing physician checks the qualifying criteria in the Physician's Statement on page 2, covering mobility aids, vision, limb loss, lung disease and cardiac class, and the permit is valid for four years.

Who completes it

The hunter completes and signs page 1 under oath. A licensed, practicing physician completes and signs the Physician's Statement on page 2, and a DLNR issuing officer signs the authorization.

Submitting and payment

How to submit it
The application goes to the DLNR Statewide Administrative Branch by email, fax, mail or in person, or through the Adobe e-sign web form; allow processing time, since the administrator signs each permit.

Frequently asked questions

What conditions qualify for Hawaii's disabled hunter vehicle permit?

At least one of six, certified by a physician: a permanent mobility impairment requiring a cane, crutches, prosthesis, walker or wheelchair; acuity of 20/200 or worse in the better eye or a field of 20 degrees or less; permanent loss of use of an upper or lower limb; severe lung disease; or an AHA class III or IV cardiac condition.

What lung disease threshold does the Hawaii vehicle permit use?

The physician can check this criterion when forced expiratory volume in one second, measured by spirometry, is less than one liter, or arterial oxygen tension is less than 60 mm Hg on room air at rest. The same Physician's Statement lists the other five criteria.

How long is the Hawaii vehicle permit valid?

The certification and permit are valid for four years from the date of certification unless indicated otherwise. The permit must carry DLNR's embossment, and the hunter must follow all permit conditions, including the non-hunting assistant and the blaze-orange vehicle flag.
