Durham Region Transit Specialized Services Application

Durham Region residents apply for Specialized Services, DRT's door-to-door shared-ride service that can combine an accessible van with a conventional bus, using this 18-page package. A registered health care professional evaluates in Section C how functional limitations affect each part of a transit trip. Eligibility can be unconditional, temporary or conditional, and is based on function, not diagnosis.

Who completes it

The applicant or designate completes the Applicant Information Page and Section B and initials each page of Section A. A physician, nurse practitioner, registered or registered practical nurse, physiotherapist, occupational therapist or kinesiologist completes Section C, and also Section D Part 2 when a day program agreement applies.

Submitting and payment

How to submit it
Mail or fax the completed package to DRT's Specialized Services eligibility office, which reviews complete applications within 14 days. Applicants usually attend an in-person interview or assessment in Ajax or Whitby.

Good to know

  • Section C asks whether the applicant can physically board and ride DRT's conventional buses, which kneel, have front ramps with no steps and two mobility aid areas.
  • Duration options include permanent but expected to improve, temporary, or seasonal limitations in winter (November 1 to April 30) or summer (May 1 to October 31).
  • Section D Part 2 must be completed with initials beside each capability; tick marks or check marks are not accepted and the application is returned.
  • Eligibility is not based solely on a health care provider's recommendation, a particular disability, income, age or finding conventional transit more difficult to use.

Frequently asked questions

Who can complete Section C of the DRT Specialized Services application?

A physician, nurse practitioner, registered nurse or registered practical nurse, physiotherapist, occupational therapist or kinesiologist with the knowledge, skill and judgment to evaluate the applicant's specific abilities. You confirm you have read Section A and base your answers solely on the applicant's ability to use conventional transit.

What is Section D of the DRT application?

A Service Agreement for Day Programs, used only when an applicant attends an approved day program in Durham Region and asks to travel there without a Personal Care Attendant. The applicant, a health care professional and the day program each complete a part, and all eight listed capabilities must be met.

Can an applicant appeal a DRT Specialized Services decision?

Yes. If an application is denied based on eligibility, the applicant can appeal within 30 days of being notified of DRT's initial decision, using the online Specialized Services Eligibility Appeal Form. Additional medical information may be needed, and the hearing panel's decisions are final.
