Toronto Special Priority Program Application (30-0001)

Survivors of domestic abuse, sponsorship abuse or human trafficking who qualify for rent-geared-to-income housing in Toronto apply here for Special Priority status on the centralized waiting list. A professional working with the applicant confirms the abuse or trafficking in a verification record and letter. Approved households move ahead of non-priority applicants, though wait times still depend on location and unit type.

Who completes it

The applicant completes Parts A to D: consent, declaration, safe contact details and proof of living with the abuser. A professional working with the applicant on the abuse or trafficking, such as a doctor, nurse, midwife, psychotherapist or social worker, completes the Part E verification record.

Submitting and payment

How to submit it
Applicants print, sign and upload the application and supporting documents to MyAccesstoHousingTO, while current RGI tenants mail it to Access to Housing. Anyone with safety concerns about their existing file can open a new application or mail it instead.

Good to know

  • The verifier confirms the incidents only and makes no recommendation on housing placement, ticking which forms of abuse their professional assessment supports, such as physical violence, controlling behaviour or financial abuse.
  • The one-page verification letter must be on official letterhead, signed and dated, name the applicant, the abuser and the shared address, and describe the most recent incident.
  • Applicants must generally have lived with the abuser within the last three months; applying later needs proof of joint residency and a letter explaining the delay.
  • Someone outside the listed professions who works with the applicant needs an agency signing authority, and a non-professional with direct knowledge must have the record notarized.

How this list is checked

A form is listed only after its name and number were confirmed on the issuing agency’s or insurer’s own website, or in the form itself. Each entry links to that source. The list was last checked in October 2026. Forms change without notice, so download the current version from the official page before you fill it in.

Frequently asked questions

Can a family doctor verify abuse for Toronto's Special Priority Program?

Yes. Doctor is one of the listed professions, alongside registered nurses and practical nurses, midwives, psychotherapists, social workers and others. The verifier must be working with the applicant on the abuse or trafficking in a professional role and gives a licence or registration number where applicable.

Is a verification letter always required?

A one-page letter is mandatory for every human trafficking application. For abuse applications supported by MCCSS-funded violence against women agencies or City of Toronto shelters, the agency does not need a letter unless the applicant cannot prove cohabitation or is applying after the three-month window.

How long does Special Priority housing take?

The City cannot say. Special Priority households are placed ahead of non-priority applicants but behind Special Priority applicants who applied earlier, and the time to housing depends on where the household hopes to live and the type of unit it needs.
