USVI Medical Cannabis Practitioner Certification

Under the Virgin Islands Cannabis Use Act of 2023, a registered practitioner certifies a patient's debilitating condition for the Office of Cannabis Regulation's medical cannabis registry. The certification is entered in the OCR Registry Portal with the condition, an expiration date of one year or less, a certification of physical examination, medical-information and liability releases, and the practitioner's signature.

Who completes it

A USVI-licensed medical doctor, osteopath, naturopath, homeopath, chiropractor or practitioner's assistant in good standing, who completed the Professional Medical Cannabis Certification Course and registered with the OCR, completes the whole certification. The patient registers separately in the same registry.

Submitting and payment

How to submit it
Enter the certification in the OCR Registry Portal once your practitioner registration is approved; OCR also runs a separate card verification portal.
Who pays
Registry fees are listed in the Office of Cannabis Regulation's published fee schedule.

Good to know

  • Registration prerequisites are the certification course, which requires demonstrating competency in recommending cannabis, OCR's practitioner lesson plans, and a valid, unrestricted license.
  • Chiropractors, naturopaths and homeopaths may certify in the Virgin Islands, a wider group than most U.S. medical cannabis programs allow.
  • Every certification must include a certification of physical examination and copies of the medical information release and the liability release.
  • OCR publishes a spreadsheet of approved practitioners and its governing rules and regulations, which set out the qualifying conditions.
