Maine Medical Cannabis Certification (Online Portal)

Maine requires licensed providers to certify patients for the Medical Use of Cannabis Program through the Office of Cannabis Policy's online portal. The portal produces a standard certification that the provider prints on tamper-resistant paper supplied by the program, signs and hands to the patient, who uses it as their designation card. The state keeps no registry of certified patients and has no qualifying-condition list.

Who completes it

A Maine-licensed physician (MD or DO), certified nurse practitioner or physician assistant in good standing creates, prints and signs the whole certification. Patients cannot use the portal to apply for one themselves.

Submitting and payment

How to submit it
Set up an account in the Medical Cannabis Certifications Online Portal, order certification paper, then generate and print each certification and give it to the patient. Nothing is filed with the state; a digital image may also be given.
Who pays
The patient pays whatever the certifying provider charges for the visit; the state sets no fee and has never charged providers for the certification paper.

Good to know

  • A certification may be issued only within a bona fide provider-patient relationship after a full assessment of the patient's medical history, under 22 M.R.S. section 2423-B(2-C).
  • A provider who is not the patient's primary care provider must see the patient in person first, unless the patient has given them the primary care provider's name and contact information.
  • To create an account, providers get their license number and access code from their own licensing board. Use of the portal has been mandatory since 2015.
  • The portal stores only the date, the certifying provider, the patient's ZIP code and whether the patient is over 18. Lost certifications are reprinted by the issuing provider.

Frequently asked questions

Does Maine have a list of qualifying conditions for medical cannabis?

No. A Maine-licensed provider may certify a patient for any condition the provider believes may benefit from medical cannabis, as long as the certification follows a full assessment of the patient's medical history within a bona fide provider-patient relationship. The certification is generated in the online portal and printed on program paper.

Are digital copies of a Maine medical cannabis certification valid?

Yes, alongside the paper original. The certifying provider must issue a physical certification on the tamper-resistant paper provided by the Office of Cannabis Policy, and may also give the patient a legible digital image that includes all the information on the physical certification. Caregivers and dispensaries check for a valid certification before transferring cannabis.

Do Maine patients need to register with the state after certification?

No. The Office of Cannabis Policy keeps no list or registry of qualifying patients, and the printed certification serves as the patient's designation. A patient who no longer wants it can let it expire or dispose of it. A registry identification card is optional, and caregivers apply separately.
