DC Medical Cannabis Practitioner Recommendation (ABCA)

DC residents registering with the Medical Cannabis Program link their application to a practitioner's digital recommendation. After registering with the Alcoholic Beverage and Cannabis Administration (ABCA), the practitioner issues the recommendation in the myABCA Customer Portal, which generates a unique eight-digit recommendation number. The practitioner gives the number to the patient, who enters it on their own registration form.

Who completes it

A DC-licensed physician, APRN, PA, dentist or naturopathic physician in good standing who has registered with ABCA completes the whole electronic recommendation; the patient then completes the patient registration.

Submitting and payment

How to submit it
Register through the Healthcare Practitioner Registration Application, wait for ABCA's confirmation email with instructions, then submit each recommendation digitally in the myABCA Customer Portal; there is no paper recommendation form.
Who pays
ABCA charges practitioners no fee to register or to process recommendations.

Good to know

  • Registration asks for your Social Security number, DC medical license number and DC controlled substance license number; naturopathic physicians are exempt from the controlled substance license.
  • Successfully issued recommendations are valid for two years from the issuance date, and the portal keeps a history of the recommendations you have issued.
  • ABCA says personal details are not shared with District or federal agencies or third parties, and retailers track purchases by a random patient number.
  • Patients register on separate applications for DC residents, non-residents and minors, each linked to the practitioner's recommendation number.
