NY DEC Non-Ambulatory Hunter Permit Application

New York's Department of Environmental Conservation issues the Non-Ambulatory Hunter Permit so a hunter with a physical disability can use a firearm from a vehicle with the motor turned off during an open firearm season. A licensed physician completes a short certification on the one-page application. The permit is free and runs five years, or until the holder is no longer non-ambulatory, whichever comes first.

Who completes it

The hunter completes the applicant section, including a current-year NYS hunting license ID, and signs. A licensed physician completes the Physician Certification: name, license number, address and phone, whether the applicant needs a wheelchair or similar mechanized aid, whether that need is permanent or how long it will last, and a signature.

Submitting and payment

How to submit it
The hunter sends the application with two 2x2 passport-style photos by mail to the DEC Special Licenses Unit in Albany. DEC asks applicants to allow 45 days for review and processing.
Who pays
DEC charges no fee for this permit, and none is set for the physician's certification.

Good to know

  • Incomplete or vague applications are returned and delay the permit, so answer both wheelchair questions and give an expected duration if the need is not permanent.
  • The permit does not allow more than one loaded firearm in the vehicle, or a loaded firearm in or on the vehicle between sunset and sunrise.
  • False statements on the application are punishable as a Class A misdemeanor under Section 210.45 of the New York Penal Law.
  • Related DEC permits also need a licensed physician: the Modified Longbow Authorization and the Modified Crossbow Permit for hunters with a permanent disability.

Frequently asked questions

How long is New York's Non-Ambulatory Hunter Permit valid?

DEC issues it as a 5-year license, or until the permit holder is no longer non-ambulatory, whichever occurs first. That is why the physician states whether the need for a wheelchair or similar device is permanent and, if not, the anticipated duration of the disability.

What does the physician certify on the NY non-ambulatory hunter form?

Whether the applicant requires a wheelchair or another similar mechanized aid, whether that need is permanent, and if not, how long the disability is expected to last. The physician adds name, license number, address and phone, then signs and dates. DEC returns incomplete or vague applications.
