TransLink HandyDART and HandyCard Application Form

Metro Vancouver residents apply here for HandyDART, TransLink's door-to-door paratransit, and the HandyCard, a photo ID that lets an attendant ride conventional transit free. An approved authority who has directly supported the applicant verifies the medical conditions that prevent unassisted use of buses, SkyTrain, SeaBus or West Coast Express, and whether the limitation is permanent or temporary.

Who completes it

The applicant, personal representative or legal guardian completes and signs the applicant sections. The Approved Authority Verification is completed only by an approved authority who has directly supported the applicant, such as a physician, nurse practitioner, registered or licensed practical nurse, occupational therapist, physiotherapist, optometrist or psychologist, and never by a friend or relative.

Submitting and payment

How to submit it
Email the completed application with the applicant's last and first name in the subject line, or mail it to Coast Mountain Bus Company's Access Transit Customer Care. Faxed applications are not accepted.
Who pays
TransLink charges no application fee, and any fee the approved authority charges is the applicant's responsibility.

Good to know

  • The approved authority must sign by hand: digital signatures are not accepted in the verification section, although the applicant may sign digitally.
  • The verifier marks the inability to use conventional transit as permanent, or temporary for 6 or 12 months; extensions are possible, and the HandyCard requires a permanent disability.
  • TransLink gives examples of qualifying conditions, such as renal failure requiring dialysis, dementia preventing recognition of the destination, or oxygen-dependent COPD, and asks for objective limitations.
  • Eligibility is not based on advanced age, limited income, language barriers, inability to drive, unfamiliarity with transit or distance to the nearest stop.

Frequently asked questions

Who can sign the TransLink HandyDART verification?

An approved authority who has directly supported the applicant, including a licensed physician or surgeon, registered nurse, licensed practical nurse, nurse practitioner, occupational therapist, physiotherapist, social worker, ophthalmologist, optometrist, psychologist, dietitian, special education teacher, speech-language pathologist or certified orientation and mobility instructor.

How long does a HandyDART application take?

TransLink processes HandyDART applications within about 10 business days. The HandyCard takes longer, up to several weeks, and needs two printed photos or one digital photo. Incomplete or unsigned applications are returned, so check that both the applicant and the approved authority have signed.

Does the approved authority say whether an attendant is needed?

Yes. The verification asks whether the applicant will always require an attendant on HandyDART, given that drivers only help between the first accessible exterior doors at each end. Attendants ride free, and children 11 and under must always travel with one.
