Montana Resident with Disability Conservation License

Montana residents who are permanently and substantially disabled can buy a reduced-fee Conservation License, which then lets them buy a General Deer, General Elk, Fishing and Upland Game Bird license at half cost. This one-page 2026 application under MCA 87-2-803 carries the applicant's residency declaration and a Montana-licensed provider's certification that the disability is permanent and lifelong.

Who completes it

The applicant completes and signs Part A, attaching a photocopy of a Montana ID card or driver's license. A medical provider licensed in Montana (MD, DO, DC, PA-C or APRN) completes Part B, certifying the qualifying condition and adding a printed name, address, license number and signature.

Submitting and payment

How to submit it
The applicant mails the completed form to the Montana FWP Information Center in Helena; FWP offices also hand out the application. Faxed or photocopied applicant signatures are not accepted.
Who pays
The applicant pays FWP's reduced Conservation License fee; the form sets no fee for the provider's certification.

Good to know

  • Part B defines three qualifying conditions: non-ambulatory, substantially impaired mobility from permanent reliance on crutches, canes or prostheses, and a documented genetic condition confirmed by genetic testing.
  • When the genetic condition criterion is used, only an MD or DO licensed in Montana may sign; DCs, PA-Cs and APRNs can certify the mobility criteria only.
  • The license is for Montana residents only. The applicant must declare at least 180 consecutive days of residency, and an application listing only a PO box cannot be processed.
  • Hunters who are permanently disabled and nonambulatory can also enter FWP's separate Disabled Antelope drawing, which uses its own application postmarked by June 1.

Frequently asked questions

Who can certify the Montana Resident with Disability Conservation License?

An MD, DO, DC, PA-C or APRN licensed to practice in Montana. Any of them can certify that the applicant is non-ambulatory or has substantially impaired mobility. If the applicant qualifies through a documented genetic condition, FWP accepts only an MD or DO signature, and the condition must come from genetic testing.

What does the Montana disability conservation license give the holder?

FWP sells it at a reduced fee, and holding it lets the resident buy a General Deer, General Elk, Fishing and Upland Game Bird license at half the usual cost. It is not available to nonresidents. The applicant still has to meet the 180-day residency requirement and attach a copy of Montana ID.
