Montana PTMAE: Permit to Modify Archery Equipment

Montana Fish, Wildlife & Parks issues the Permit to Modify Archery Equipment to archers with a permanent lifetime disability, letting them use tackle that supports the bow and draws, holds and releases the string. The two-page 2026 application holds the hunter's information and the provider's certification on page 1 and the detailed eligibility criteria on page 2. Crossbows remain off limits during archery season.

Who completes it

The archer completes and signs Part A. A medical provider (MD, DO, DC, PA-C or APRN) reviews the Part C criteria on page 2, checks one or more permanent conditions in Part B, and signs with a printed name, address and license number.

Submitting and payment

How to submit it
The archer returns the completed form to the Montana FWP Information Center in Helena. An original applicant signature is required; faxed or photocopied signatures are not accepted.
Who pays
The application and FWP's disabled-licenses page list no fee for the permit or for the provider's certification.

  • Muscle weakness must be tested with Daniels and Worthingham's manual muscle testing techniques on a 0 to 5 scale, and the applicant must score grade 3 or worse.
  • The permit holder must hunt with a companion who helps with bow set-up and transport, and who may finish a wounded animal using legal archery equipment only.

Frequently asked questions

What conditions qualify for Montana's Permit to Modify Archery Equipment?

The condition must be permanent and lifelong. Page 2 lists five: amputation involving four fingers at the proximal interphalangeal joint, or at the wrist, elbow or shoulder, a spinal cord injury at T-1 or above with at least 80% upper-limb disability, muscle weakness graded 3 or worse, impaired range of motion that prevents holding a bow horizontally, and a coordination deficit.

Does the PTMAE allow a crossbow in Montana's archery season?

No. The permit covers modified archery tackle that supports the bow and draws, holds and releases the string. The form states that crossbows may not be used during archery season, and arrows must still meet the season's regular requirements. Holders must also follow FWP's separate PTMAE guidelines.
