IRCC IMM 5544: Resettlement Needs Assessment Form

Panel physicians complete this assessment for every refugee examined overseas, alongside the immigration medical examination, to help refugees travel safely and settle in Canada. It describes functional impairments, special travel needs, post-arrival service needs and housing or daily-living assistance. IRCC uses it to plan reception arrangements and to help determine the destination city in Canada.

Who completes it

The panel physician completes all five sections (functional assessment, special travel requirements, post-arrival services, housing and daily activities, other resettlement needs) and signs with their panel physician number. In eMedical it appears as exam 948, generated automatically for refugee overseas cases.

Submitting and payment

How to submit it
In eMedical, section 948 is completed and submitted with the health case; on paper, the migration office includes the form in the medical instructions, and the panel physician submits it with the paper IME.

Good to know

  • No diagnosis or information that could lead to a diagnosis may appear, because the form is shared with people who are not medical professionals.
  • Complete it for every overseas refugee, even when there are no special needs; a checkbox records that there are no travel requirements or settlement issues.
  • Travel needs include wheelchair, stretcher or medical escort; escort requests are vetted by the Regional Medical Office and by IRCC in Ottawa.
  • Post-arrival needs can be marked urgent (within 72 hours), within a set number of weeks, or as required, including specialized or long-term services.

Frequently asked questions

Can medical diagnoses be written on the Resettlement Needs Assessment?
