California DFW 539: Muzzleloader Scope Permit

California restricts muzzleloader hunts to open or peep sights, but a hunter with a visual disability may use a scope of no more than one power under CCR Title 14, Section 353. A licensed physician certifies on DFW 539 that the hunter's vision prevents focusing on the target with open or peep sights, and CDFW issues the permit for the license year.

Who completes it

The hunter completes and signs the applicant section. A licensed physician enters name, license number and contact details, describes the disability and signs the certification under penalty of perjury.

Submitting and payment

How to submit it
The application is mailed to CDFW's License and Revenue Branch; allow 15 business days, and incomplete or illegible applications may be delayed.
Who pays
CDFW charges no fee for the permit; the hunter must hold an annual hunting license for the current license year.

How this list is checked

A form is listed only after its name and number were confirmed on the issuing agency’s or insurer’s own website, or in the form itself. Each entry links to that source. The list was last checked in October 2026. Forms and their requirements change without notice, so check the official page for the current version before you complete one.

Frequently asked questions

What does the physician certify on California's muzzleloader scope permit?

That the hunter has a visual disability that prevents focusing on the target with a muzzleloading rifle equipped with open or peep sights under the conditions of a muzzleloader hunt tag, and that the physician is licensed in the applicant's state of residence. The physician signs under penalty of perjury.

What scope can a hunter use with the Disabled Muzzleloader Scope Permit?

Under CCR Title 14, Section 353, a visually disabled hunter with the permit may use a scope of no more than one power while hunting under a muzzleloader hunt tag. The hunter must carry the permit and present it to law enforcement on request.

How long is the DFW 539 permit valid?

For one license year, July 1 through June 30, with CDFW entering the dates when it approves the application. Unlike the Disabled Archer Permit form, DFW 539 has no temporary-disability end date, so a hunter who wants the permit for a later season submits a new application with the physician section completed.
