CATS STS Paratransit Professional Verification

Special Transportation Services (STS) is the ADA paratransit service of the Charlotte Area Transit System. Applicants must have their health care provider complete the professional verification section of the STS application, describing the disability and how it affects use of fixed-route buses. There is no posted PDF: the section is completed online through the ADA Ride eligibility system or on a paper application CATS mails on request.

Who completes it

The applicant answers every question in the application, including how the disability affects bus use. The applicant's health care provider completes the professional verification section, online through the provider login at ADA Ride or on the paper copy.

Submitting and payment

How to submit it
Providers complete the verification in the ADA Ride portal, or the paper application is mailed or faxed to the eligibility contractor's office listed on the CATS STS page. Incomplete applications are returned.
Who pays
CATS does not address payment for completing the professional verification.

Good to know

  • After the application, CATS may schedule an in-person interview and functional assessment, and in some cases a functional assessment professional certifies whether the applicant can use fixed-route buses.
  • Eligibility rests on getting to and from the stop, boarding and exiting the bus, and cognitive ability to navigate the system. Age, distance to a stop and crowding do not count.
  • Decisions are eligible, eligible with conditions, or ineligible. Conditional or ineligible applicants may appeal to an independent panel that includes a person with a disability.
  • Visitors already certified for ADA paratransit elsewhere can ride STS for up to 21 days in any 365-day period, sending proof of residence and disability if it is not apparent.

Frequently asked questions

How does a provider complete the CATS STS professional verification?

Online through ADA Ride, the eligibility system CATS uses, which has a Healthcare Professional Verification login for providers. If the applicant chose the paper route, the provider completes the professional verification section of the mailed paper application and it is returned by mail or fax.

Is there a downloadable CATS STS application?

No PDF is posted. Applicants apply online through ADA Ride or call the STS eligibility office to have a paper application mailed. Either way, the health care provider's professional verification section must be completed and all questions answered before the application is reviewed.

What happens if the STS application is incomplete?

CATS returns incomplete applications, which delays the decision. The page asks applicants to make sure all questions have been answered, including the description of how their disability affects use of fixed-route buses and the provider's professional verification.
