Vermont VN-022: Window Tint Medical Exemption

Vermont residents who need darker vehicle windows for a medical reason apply to DMV with this form. The applicant lists up to three vehicles, and a physician or optometrist certifies the exact nature of the impairment, the visible light transmittance recommended and whether the condition is temporary or permanent and stable. DMV approves or denies the request and sets the lowest VLT allowed.

Who completes it

The applicant completes Section 1, including the person needing the exemption if it is someone else, and the vehicle list. A licensed physician or optometrist completes and signs Section 2, and DMV completes Section 3.

Submitting and payment

How to submit it
Mail the completed application to Vermont DMV in Montpelier.

Good to know

  • The clinician recommends a 4-year permit for a temporary condition or an indefinite permit for a condition that is permanent and stable.
  • Approved tint may never be applied to the front windshield, and the permit applies only to the vehicles listed on the application.
  • The permit stays in the primary vehicle with a copy in each other exempted vehicle, and it ends when an approved vehicle is sold or transferred.
  • Tint that tears, bubbles or wears enough to block clear vision must be removed, and officers may inspect the permit on request.

Frequently asked questions

Who can sign Vermont's window tint medical exemption?

Section 2 must be completed and certified by a licensed physician or optometrist, who gives the clinical diagnosis, the recommended tint as a VLT percentage and the permit duration, and declares that tinting is a medical necessity. The applicant signs Section 1 under penalty of perjury.

How long does a Vermont medical window tint permit last?

DMV issues either a 4-year permit for temporary conditions or an indefinite permit for permanent and stable conditions, guided by the clinician's recommendation. The permit terminates when the approved vehicle is sold or transferred, and the seller must then remove the tint.
