Washington RRFP Application: Reduced Fare Permit

The Regional Reduced Fare Permit gives seniors and people with disabilities a reduced-fare ORCA card across Puget Sound transit, including King County Metro, Sound Transit, Community Transit, Pierce Transit, Kitsap Transit, Everett Transit and Washington State Ferries. When disability is not proven another way, a Washington-licensed provider completes the Certification of Eligibility on the back, citing a specific criteria number.

Who completes it

The applicant completes the front, choosing one basis for eligibility, and signs a release on the back. A Washington-licensed MD, DO, psychiatrist, PhD psychologist, PA, ARNP or ASHA-certified audiologist completes the provider section; signatures from other providers are not accepted.

Submitting and payment

How to submit it
The applicant presents the original in person at a transit customer service office or uploads it through King County's Reduced Fare Portal; photocopies and faxes are not accepted.
Who pays
The first permit is issued at no charge to the applicant; replacements carry a fee.

Good to know

  • The provider writes the section and subsection from the RRFP Medical Eligibility Criteria and Conditions brochure and marks the disability temporary (no longer than 5 years) or permanent.
  • Under section 6.4 the provider must diagnose the applicant as acute-at-risk and name the qualifying program; enrollment in drug or alcohol rehabilitation alone does not qualify.
  • The provider also states whether a personal care attendant is needed. Applicants must be at least 6, and finances have no bearing on eligibility.
  • Medicare, SSDI or SSI, a DOL disabled parking ID or regional ADA paratransit eligibility can establish eligibility without the provider section.

How this list is checked

A form is listed only after its name and number were confirmed on the issuing agency’s or insurer’s own website, or in the form itself. Each entry links to that source. The list was last checked in October 2026. Forms and their requirements change without notice, so check the official page for the current version before you complete one.

Frequently asked questions

Who can sign the RRFP health care provider certification?

Only Washington State-licensed physicians (MD or DO), psychiatrists, psychologists (PhD), physician assistants, advanced registered nurse practitioners, and audiologists certified by the American Speech-Language-Hearing Association. The form states that signatures from other health care providers are not acceptable, and the issuing agency may contact the provider to verify.

How long can a temporary RRFP disability last?

The provider specifies the length in years and months, and a temporary disability must be expected to last no longer than five years. A longer-lasting condition is certified as permanent. The provider also notes whether the applicant needs a personal care attendant, temporarily or permanently.

Can the RRFP application be faxed or photocopied?

No. The provider section is marked 'Original Signature Only, No Photocopies or FAX Accepted.' The applicant presents the original at a customer service office or uploads it through the Reduced Fare Portal. The same form is used by all the participating Puget Sound transit agencies.
