Kentucky CPS/APS Online Abuse Reporting (WebReferral)

Kentucky's Cabinet for Health and Family Services runs an online reporting system for non-emergency reports of suspected abuse, neglect or dependency of a child, and abuse, neglect or exploitation of an adult. Intake staff at the Department for Community Based Services (DCBS) screen each report. A clinician can use it when the person is not at immediate risk of death or serious harm and the case has a Kentucky connection.

Who completes it

Any reporter, including a mandated health professional, completes the whole online report. Reporters may stay anonymous, but then receive no information about the report's status.

Submitting and payment

How to submit it
Submit the report online after confirming it is not an emergency and that the victim or incident is in Kentucky. For imminent concerns, after hours or if the website fails, call the Child and Adult Abuse Hotline; for life-threatening emergencies, call 911 or local law enforcement.
Who pays
The Cabinet lists no fee or payment for reports.

Good to know

  • Reports submitted on weekends and holidays are not screened until the next business day, so imminent concerns belong on the hotline.
  • The system defines an emergency as immediate risk of abuse, neglect or dependency that could result in death or serious harm; those cases cannot be filed online.
  • The site includes a Report Status Search, but reporters who stay anonymous are not given any information about their report's status.
  • The site works best in Google Chrome and asks you to type the letters in a verification image before submitting.

Frequently asked questions

Can I report adult abuse on Kentucky's online system?

Yes. The same Kentucky reporting system takes reports involving children and adults, as long as the situation is not an emergency and the alleged victim is in Kentucky or the incident happened there. Life-threatening situations go to 911 or local law enforcement, and imminent concerns to the Child and Adult Abuse Hotline.

When will a Kentucky online abuse report be reviewed?

Intake staff screen online reports during business hours, Monday to Friday, 8:00 a.m. to 4:30 p.m. Eastern. Reports submitted on weekends and holidays are screened on the next business day. If a concern cannot wait, call the hotline, which also takes reports outside business hours.
