Virginia CPS Online Reporting Portal (VDSS)

Virginia's Child Protective Services portal, VaCPS, lets mandated reporters such as physicians, nurses and mental health professionals submit reports of suspected child abuse or neglect to the state hotline faster. Code of Virginia 63.2-1509 sets the duty to report, and VDSS calls a report the first step to begin the helping process. All reports are confidential.

Who completes it

The mandated reporter completes the whole online report, creating an account the first time and signing in with a user name and password afterward.

Submitting and payment

How to submit it
Report through the portal at any time, contact the local department of social services during business hours, or call the CPS hotline, which runs 24 hours a day. Call 911 if a child is in immediate danger; the statute requires reporting within 24 hours.

Good to know

  • If the portal has technical problems, VDSS says to call the Virginia State Hotline immediately to make the report and tell staff about the problem.
  • VDSS publishes a Mandated Reporter Guide for recognizing and reporting abuse and neglect, plus CPS mandated reporter training and a portal tutorial video.
  • Teachers, health care providers, law enforcement and social workers are among Virginia's mandated reporters, along with others who regularly work with children.
  • There is no written CPS report form in Virginia; reports are made through the portal, the local department of social services or the hotline.

The list was last checked in October 2026. Forms and their requirements change without notice, so check the official page for the current version before you complete one.

Frequently asked questions

Do I need an account for the Virginia CPS portal?

Yes. VaCPS asks first-time reporters to create an account, and later reports are made by signing in with a user name and password. If you cannot get in or the site fails, call the Virginia State Hotline immediately so the report is not delayed.

How fast must Virginia mandated reporters report child abuse?

Virginia's statute requires mandated reporters to report within 24 hours. The online portal, the local department of social services during business hours and the 24/7 CPS hotline all meet the duty, and 911 is for a child in immediate danger.
