NL Drivers Medical Examination Report (MRD)

Newfoundland and Labrador's Motor Registration Division issues this routine medical as a letter with the questionnaire printed on the back, to assess fitness to drive under the CCMTA Medical Standards for Driver Fitness, for example for senior or commercial drivers. The examiner answers every question on vision, cardiac status, neurological and musculoskeletal limits and impairing medications. Findings can lead MRD to request follow-up forms.

Who completes it

The driver's medical doctor or nurse practitioner completes and signs the questionnaire on the back of the letter, and states whether they are the driver's family doctor or treating specialist.

Submitting and payment

How to submit it
The letter asks for the completed form to be returned to MRD's Medicals Section by fax, email or mail, with the contacts printed on the letter.
Who pays
MCP insures the exam for non-commercial senior drivers when it is required because of age; otherwise the letter warns the driver may be responsible for any costs.

Good to know

  • The form says to answer all questions, and any 'yes' answer needs clarification in the comments section.
  • Follow-up forms MRD may request after this report include the Neurology Report Form, Update Cognitive Function, Diabetic Questionnaire and Vision Referral Form.
  • Cardiac status is graded by NYHA functional class, and the letter sets aortic aneurysm size limits by sex and licence class, noting a vascular surgeon's opinion may be required.
  • Drivers on supplemental oxygen or with cognitive issues may need an on-road assessment, and the letter asks for a description of functional limits for neurological or musculoskeletal disorders.

Frequently asked questions

Does MCP cover the Newfoundland and Labrador driver's medical?

MRD's letter says MCP insures the medical exam for non-commercial senior drivers when it is required because of age. Outside that case, the letter tells the driver they may be responsible for any costs of having the medical examination report completed, so the reason for the request matters.

What standards does MRD use for driver medicals?

The letter cites the CCMTA Medical Standards for Driver Fitness from the National Safety Code. It also prints key thresholds: vision by licence class, NYHA cardiac classes, aneurysm size limits and an epilepsy rule allowing a Class 5 licence after six seizure-free months with treatment compliance and regular medical care.

What vision standard applies to a Class 5 licence in Newfoundland and Labrador?

The letter lists acuity of 20/50 (6/15) or better with a horizontal field of 120 degrees or more, both eyes open and examined together. Taxi and ride-share drivers need 20/40, while Classes 1 to 3 and emergency vehicles need 20/30 and a 150-degree field.
