New Brunswick Disability Category Medical Report

New Brunswick Social Development uses this report when a social assistance applicant or client aged 18 or older asks to be certified as disabled. The appropriate practitioner documents the medical condition, and the department sends the report, with the case manager's disability assessment, to the Medical Advisory Board, a board of physicians with a departmental secretary, which decides certification. Certification is permanent once granted.

Who completes it

The appropriate practitioner, in the words of Policy 1.2, completes the medical report; the policy does not name one profession. The applicant signs an Authorization To Receive Information, and the case manager completes the Disability Category's disability assessment.

Submitting and payment

How to submit it
The completed report goes back to the district Social Development office, where staff attach it to a Certification Check Sheet with the other forms and submit the package to the Secretary of the Medical Advisory Board.
Who pays
Social Development can pay the client's cost for the report as a special benefit, up to a maximum set in Policy 1.2.

Good to know

  • Policy 1.2 defines disabled as a major physiological, anatomical or psychological impairment that severely limits normal living activities and is likely to continue indefinitely without substantial improvement.
  • A Board rejection cannot be appealed through Social Development; the case manager can ask the Board's Secretary for a review, otherwise the person waits six months to reapply unless their condition changes significantly.
  • People can apply as early as their 18th birthday, and eligible applicants aged 19 or older may receive the Interim or Transitional Assistance rate while the Board decides.
  • Under the Household Income Policy, a certified client may be treated as a separate case from everyone else in the household except a spouse or child.

Frequently asked questions

Who completes the NB Disability Category Medical Report?

Policy 1.2 says the report is completed by the appropriate practitioner, without naming a profession. The practitioner documents the impairment so the Medical Advisory Board, made up of physicians and a departmental secretary appointed by the Minister, can judge whether it meets the policy's definition of disabled.

Where does the Disability Category Medical Report come from?

Social Development supplies the report as part of the certification package, along with the Authorization To Receive Information. Once completed, it returns to the district office, which adds the case manager's disability assessment and a Certification Check Sheet before sending everything to the Board's Secretary.

When does a disability certification take effect?

For new applicants, retroactive payments start from the case start date. For existing clients, they start on the first of the month in which the client expressed intent to apply or turned 18, whichever is later. Certification by the Medical Advisory Board is permanent.
