Delaware DFS Reporter Portal: Online Child Abuse Report

Delaware's Division of Family Services (DFS) accepts reports of suspected child abuse or neglect through an online Reporter Portal as well as its Child Abuse and Neglect Report Line. A clinician can use it after seeing injuries or circumstances suggesting a child is being harmed or is at risk. Each report is reviewed by a DFS supervisor, who decides whether it is investigated, referred to law enforcement or documented.

Who completes it

The reporter completes the whole online report. Delaware's reporting page does not restrict the portal to mandated reporters.

Submitting and payment

How to submit it
File online through the DSCYF Reporter Portal, also linked from Delaware's I See the Signs site, or call the Child Abuse and Neglect Report Line. Delaware's page urges anyone concerned about a child's safety to call the Report Line.
Who pays
DSCYF lists no fee or payment for making a report.

Good to know

  • DFS asks for demographics, a description of the abuse or neglect or why the child is at risk, and what you know about the parents, siblings and the child's health and schooling.
  • State whether the child needs medical attention for injuries, and flag anything that could endanger the child or a caseworker, such as alcohol, drugs, weapons, a dangerous animal or criminal behavior.
  • After supervisor review, DFS accepts the report for investigation, refers it to law enforcement, or documents it without investigating. Accepted cases move to an investigation caseworker.
  • Delaware's Office of the Child Advocate offers mandatory reporting training for medical professionals, linked from the DSCYF child abuse reporting page.

How this list is checked

A form is listed only after its name and number were confirmed on the issuing agency’s or insurer’s own website, or in the form itself. Each entry links to that source. The list was last checked in October 2026. Forms and their requirements change without notice, so check the official page for the current version before you complete one.

Frequently asked questions

What information does Delaware DFS need in a child abuse report?

DFS's guide lists demographics, a description of the abuse or neglect or why the child is at risk, known information about the parents and siblings, the child's physical and mental health and educational issues, whether the child needs medical attention, and anything that could endanger the child or a worker. DFS notes that more information is better than less.

What happens after a report to the Delaware portal or Report Line?

Every report is reviewed by a DFS supervisor. DFS then does one of three things: accepts the report and investigates the allegations, refers it to law enforcement for investigation, or documents the report without investigating. A case accepted for DFS investigation is transferred to an investigation caseworker.
